Web design is a very broad domain, and as a designer you can create your designs in multiple platforms/softwares. However one of the most important thing, after the outcome design, is of course the usability…I mean you can even design something nice in Paint, but that won’t work too well for a front end developer.
Always keep in mind the usability (if the case).

1. Adobe Photoshop
The most complex photo editing software.
However Adobe Photoshop is not only designed for photo editing software, it’s usability can be expanded to Print Design or Web Design. It provides the user not only with the most complex tools in terms of photo, filters, positioning, but also clear guidelines, artboards – for creating multiple screen resolutions.
Since it’s the most popular photo editing software, Adobe Photoshop will get a 10/10 score. You can export your designs as .psd (editable file for Adobe Photoshop), .png or even .pdf. – providing your front enders a clear document.
You can export your assets in bulk which is nice, but it’s not always usable. The best option here is the syncronization with Adobe Illustrator – when using .svg files this is a top feature.

Adobe Photoshop is a great software, complex, powerful and very popular and usable on multiple devices and OS’s, but it’s not the most usable software, since it requires both, the designer and the front end-er to have the software installed in order to get all the data/slicing/fonts and colors from the final design…
Web design software, vector based, Figma has grown a lot and became more and more popular in the design software.
The key element of Figma is that it can be used by anyone within a browser tab, no need for a third software to be installed. It provides a clear, yet complex system for your documents artboards and unlike Adobe Photoshop (which is more oriented for graphic design in it’s UI), Figma is very oriented for web design. It provides you even pieces of .css code that your front end-ers can just copy and paste.
Figma is also great for adding notes to your section, easily sharing, fast vector tools and a very smooth interface.
The cons of Figma is that even if it provides a couple of tools for image filters/gradients is not that complex as a photo editing software like (Adobe Photoshop).
Other web design tools
Like I said on the entry, you can design in Paint, on your iPad, or on a piece of paper (not recommended tho). There are also softwares like Adobe Illustrator, Adobe InDesign or Sketch where you can create your designs in. It’s important to use the most friendlier to you, but also the most designed for your needs.
